Assuming acetone or thinners won't soften the glue, if you have access I'd drill 1/4" holes all around the perimeter then join them up with a rat tail file or hacksaw blade. Clean up the rest with a dremel and sanding drum.

Fill the hole with a chunk of foam cut to fit the inside of the cowl, bevel the edges of the hole and fill with a few layers of glass cloth and resin. Once that's set remove the foam and add another layer of cloth from inside. For smaller holes I've used plastic film or tape backed with thin ply, taped on the outside of the cowl and applied the cloth/resin from inside to give a decent finish, but it does only work with smaller holes on flatish areas.
