Assuming it's the new DX7, setting the throttle cut is quite easy - it's on p32 of the manual.

Decide which switch you wish to use and select the 'Function' list. Scroll down to Throttle Cut and set the switch. you should then see on the monitor that the throttle bug moves to the extreme left when you throw the switch, regardless of the throttle setting. IIRC it defaults to the -130% position but I'm a few hundred miles north of my Tx at present...

The type of failsafe depends on the Spekky Rx - some have f/s on the throttle channel only, others have Preset Failsafe where you can set each channel to its failsafe position in the course of binding. The Rx instruction sheet will outline the procedure.
