Spanish Postal Rip Off

Have recently posted a car handbook to a friend of mine in the south of Spain, the handbook was £12 and it cost £10.20 to post it from the UK non tracked to Spain.

 

About a week later my pal had a card from the Spanish post office put through his door telling him he had to collect the package from his local post office and there was a charge of 23 Euro to pay !! Apparently this was for the full price of the UK postage (so he'd paid the postage twice !!) and for the full value of the item inside (I had declared the £12 value on the postage note).

 

This has got to be illegal to charge people twice for the postage and the value of the item inside !!!

 

I know there are one or two forum members living in the EU, just wondered if anyone else had come across this rip off.
