I actually thought that there were no moving surfaces on the aircraft and the reporter has just reported that it is flapless, rather than having no moving control surfaces.

The idea is that there are no moving parts (i.e. no ailerons rudders or flaps etc). I think he's using flaps in a 'general sense meaning moving control surfaces. The prototype actually has moving control surfaces for safety - they simply 'turned them off' (or more likely just set them to neutral) then used blown air to control it instead.
 
Interestingly did anyone watch the video clip listed alongside - Iranian ekranoplan? - that would be fun to make !

I looked at the Iranian vid and somehow the aircraft seem pretty familiar but I just can't place where I've seen it before
