Assuming you have tried removing the glowplug and checked for an orange glow from it when energized by your glow start and as you say fuel is getting to the carb ok, but is it getting into the engine? I know this may sound obvious but have you double checked that the needle valve is open far enough? For the first time with a new engine I usually start at 1.5-2 turns open, choke the engine by placing your finger over the air intake on the carb and flipping the prop anti clockwise four to five times, then flip the prop several more times with the intake uncovered to distribute the fuel around the engine.
