I'm with Ben - without aerofoil data - and the Cl curve - I don't see that this is anything more than just a guess and as "stall speed" is a rather ambiguous parameter not a particularly useful guess surely?

The calculator at the bottom of this page lets you figure out that WebOCalc assumes a CL of about 1.

It is useful as you can run sensitivity analyses to estimate how variations that airfoils with CL vastly different to 1 will impact your model’s estimated performance.
