I think it's the minor injuries that prevent further serious injuries! Hence playing with craft knifes and rotating props teaches more than playing with blunt plastic scissors would. The law at one time was there to pass responsibility to parents and adults and reduce injury whilst in proper use but has escalated primarily to prevent under 18's from buying them to use as offensive weapons where there has been a massive increase in arrests and reports in the under 18 demographic.
