The rotors certainly do spin but they will also (rather worryingly until you get used to it) stop in flight as the speed increases. It has been described, by watching clubmates, as a flying lobster! This is a well known design (the Kestrel) by Cyril Carr which was published as a free RCM&E plan in April 2003.
