Having been in a plane that's looped I can confirm that, at the top of the loop, I was still being pushed (rather firmly!) "down" into the seat. 
 
In the same aircraft, flying inverted - a negative g manoeuvre - I was hanging by the thigh straps.  Two very different manoeuvres!
