What does MATL. 1/4" mean?

Yes, all 1/4 inch thick  including the parts that are narrow (3/16 ? ) so the whole part is the same thickness at 1/4 inch and all presumably balsa.

 

Ensure the grain is used correctly along the curved part and note the splice joint to enable the grain there to be  used correctly.
