Irvine 53 fuel problem

I have a irvine 53 ic engine.

Before starting I open the throttle fully, cover the hole and turn the propeller. The fuel comes up the hose to the engine then goes straight back down again. What could be the issue?

The tank is too low and just siphons the fuel back once there is no draw from the carb.

Apart from the low fuel tank position this could also happen when the high speed needle is open too far out. 

Try starting the engine, with the prime it should start and draw fuel. Tune up the high speed needle and then see if the fuel still goes back from the carb. 

Is the engine mounted in a model? Is the model a tail dragger?

Gravity, once the engine is running the carb will venturi effect will draw fuel in and the exhaust pressure will also push the fuel through as well.

That's what I was thinking! Most of my engines are like this.
