Speed Control to Slow Down Dremel-type Rotary Tool

Is it possible to use an external speed control to slow down a rotary tool which already has a built in speed selector ? I have read that using a dimmer or other such controls can result in burnt out brushes or windings.
 

I have a Lidl rotary tool which is great other than the slowest speed seems to be >13,000 rpm and even then it seems to speed up after a short while. It’s fine for cutting & grinding etc but just too fast for more intricate work. I have an old Minicraft drill to fall back on but wondered if anyone had found a way to slow these tools down.
