No expert on fires nor have I an agenda, dunno what temperature coke burns at, but when I was Blacksmithing we got it hotter by blasting air in, leave your work in forge too long and it melted ? Complex thing is fire and many factors at play in the various types.

Certainly every opportunity for air to be drawn in through the open sided structure

It's a tricky balance, an opensided structure would help dissipate any hydrocarbon spillages and prevent a vapour cloud, petrol has a flash point of -45 degC,  preventing concentrations reaching the flamable limit, so while enclosing it may reduce the severity of a fire, it may increase the probability. Offshore oil/gas production platforms enclosed modules are designed for a certain number of air changes per minute with gas detection sensors to monitor hydrocarbon, with non hazardous modules being at a slightly higher pressure to prevent hydrocarbon ingress. As you can guess quite expensive so where conditions permit open sided is preferred.
