All the supermarkets and bakeries rent space, for adding fruit etc to the mixes. Put the mixture at the bottom and chuck the fruit from the top. Just a sarcy way of saying they are very tight/mean with the fruit. We bought some hot cross buns from a well known shop, which were described as "richly fruited". If there was two raisins in one of the buns it as a lot, hence we say they threw them in from the top of the post office tower.
