yes but if the power is off so is the  mobile mast, however some appear to have generators at the foot of the mast, so perhaps not.

It's only "stand alone" when the battery is charged. For a lot of people, especially the ones most likely to need it for other than purely social convenience, mains charging is the only way.

Actually it's been imposed on us by the majority of users through demand driven economics - same as the model aeroplane market. It's a worldwide change only partialy held in check either directlly by government or by national (but government appointed) regulator.

Mobiles instead of land lines are great when you live in a area with a useable signal. Try it in an area like ours where a mobile all but a paper weight until you get a mile or so out of the village. They are even rubbish when used on wifi. We even have our own new mast to improve signal erected 6 months ago and still waiting for a power and optic fibre connection before it can work .

So I suppose at 10 watts for 24 hours day for 366 days year that means that for anyone who has a landline and does not need broadband they must in future pay about £22 year extra for electricity to power the previously unnecessary router!     Not a lot of people would know that........ and it's not as 'Green' as the old landine!

AFAIK it is so that personal alarms which rely on the internet continue to work...  and security systems that function similarly...
