The question is:

Is it a lift for disabled people to use .... or
Has the lift been disabled by turning off the power    or
Has the lift for disabled people to use been disabled by turning off the power?

Also, is the word "diabled" simply a disabled version of the word "disabled"?

Thought today I would go back and have a look at my childhood home and when I got there I decided to knock and ask the owners if I could have a nostalgic look inside, but they refused and slammed the door in my face!!!!!.....................
